Dear Mr. Vest, Sheriff Fields, and Ms. Leland,
Under North Carolina's Public Records Law, N.C. Gen. Stat. § 132-1 et seq., I am requesting the opportunity to inspect and/or obtain copies of the following public records held by Moore County and/or the Moore County Sheriff's Office:
1. The current, fully executed contract(s) or agreement(s) between Moore County (or the Moore County Sheriff's Office) and Flock Safety, Inc., including all amendments, renewals, and exhibits, related to Automatic License Plate Reader (ALPR) camera equipment and services.
2. Any invoices, purchase orders, budget amendments, or payment records reflecting amounts paid or committed to Flock Safety, Inc. by Moore County to date, including the per-camera annual subscription rate, installation costs, and any additional service tiers (e.g., upgraded AI search capability referenced by commissioners at the August 17, 2026 special meeting).
3. Any board agenda items, budget amendment requests, or staff memoranda presented to the Moore County Board of Commissioners regarding funding for Flock Safety cameras, including the item removed from the consent agenda in June 2026 for further discussion.
4. Any data-sharing agreement, memorandum of understanding, or policy document governing which outside agencies (law enforcement or otherwise) have access to Moore County's Flock camera data, and Moore County's current data retention policy for ALPR-captured images.
5. Any records of internal audits, misuse investigations, or disciplinary actions related to Moore County Sheriff's Office personnel's use of the Flock system.
6. Correspondence (email or written) between Moore County officials/staff and Flock Safety, Inc. representatives regarding pricing, contract terms, or the proposed AI search upgrade, from January 1, 2025 to present.
Please provide these records in electronic format (PDF or native file format) if available, which N.C. Gen. Stat. § 132-6.2 requires you provide at no additional cost when the records already exist in electronic form. If any portion of this request is denied, please cite the specific statutory exemption relied upon for each withheld record or redaction, per N.C. Gen. Stat. § 132-6(c).
If you anticipate any copying fees beyond the actual cost of duplication, please contact me before incurring them so I may decide how to proceed. If part of this request is more easily fulfilled quickly while other parts take longer, I would appreciate a rolling production of records rather than waiting for the entire request to be complete.
North Carolina law does not set a fixed response deadline but requires a response “as promptly as possible.” I would appreciate an acknowledgment of this request within 5 business days, including an estimate of when responsive records might be available.
